A pool needs a fence and a gate that closes and latches on its own, and often a permit.
St. Catharines generally requires a pool enclosure permit for an in-ground pool, or an above-ground pool that can hold water more than 0.6 metres deep. The fence and gate must be at least five feet high, and the gate must close and latch on its own. In Niagara Falls, replacing an existing pool enclosure needs a building permit.
